The REC is now an independent, international organization established in 1995. Originally, the REC was established in 1990 by Hungary, the United States and the Commission of the European Communities. Seven additional countries also joined the founding sponsors. Beneficiary countries include Albania, Bulgaria, Croatia, the Czech Republic, Estonia, Hungary, Latvia, Lithuania, the Former Yugoslav Republic of Macedonia, Poland, Romania, the Slovak Republic and Slovenia.
In addition to its head office in Szentendre, Hungary, the REC has local offices and/or representatives in Bratislava, Budapest, Bucharest, Ljubljana, Prague, Riga, Skopje, Sofia, Tallinn, Tirana, Vilnius, Warsaw and Zagreb.
