Beyond Boundaries: The International Dimensions of Public Participation for the Countries of Central and Eastern Europe
Third in the Public Participation series, this volume expands the analysis on the international and transboundary aspects of public involvement in environmental decisionmaking. The legal and non-formal possibilities for access to environmental information and citizen and NGO participation in the process of negotiation, adoption, ratification and implementation of international treaties and agreements are examined as well as the obligations of CEE governments to comply with these international agreements. Based on the experiences of Western and CEE experts, effective public participation techniques are suggested, providing practical guidance for the public and NGO in using the existing instruments to encourage governments to fulfill their obligations and to help solve environmental problems. Case studies from 13 CEE countries illustrate the most difficult problems and solutions that NGOs in the region are grappling with.
The recent survey of the Emerging Environmental Market in Central and Eastern Europe (CEE) indicated that for 3 out of the 4 Visegrad countries (Czech Republic, Slovakia, Hungary and Poland) environmental regulation was a top priority information need. The REC responded by hosting a series of workshops in these countries for environmental professionals entitled "Competing in the New Environmental Marketplace." The main objective was to give an overview of the regulatory structure for air and water quality and solid and hazardous waste; and to highlight expected changes related to EU approximation. Other issues included the status of the environmental market in CEE, voluntary business initiatives (EMAS and ISO 14000), funding opportunities and professional certification for environmental professionals.
The proceedings, along with the list of over 230 participants, are available for each country in the local languages, along with English language summaries and a regional overview.

A Directory for Central and Eastern Europe, Third Edition
The latest and most complete directory containing lists of contacts, responsibilities, and organizational charts for ministries of environment and other governmental organizations responsible for environmental protections and management in 13 Central and Eastern European countries. In addition to details on relevant administrative bodies, each country chapter covers access to information, enforcement of regulations, and monitoring procedures.
The REC's Environmental Management Training Center (EMTC) Network launched a quarterly newsletter called Insight, designed to help link, support and strengthen,the leading environmental training institutions and individuals in CEE in order to achieve sustainable environmental training.The first issue, published this spring, focuses on the sustainability of environmental training. Insight is also available from the Network's new Internet home page.
