Garvey, who believes "the work of the REC is important for Eastern Europe, especially in view of the eventual adhesion with the European Union," has been deputy director general of the EC's DG XI, the department dealing with the environment, nuclear safety and civil protection, since June 1992. Previously, he was the director of the PHARE Operational Service in DG I where he was responsible for the design and implementation of community aid to Eastern European countries in order to assist in economic restructuring.
Mr. Garvey was also involved in the preparation of the Commission's "White Paper" in June 1985. He was responsible for the implementation of White Paper targets for the free circulation of goods. Mr. Garvey first came to Brussels in 1984 as the director of the Internal Market and Industrial Affairs Directorate General of the European Communities.
