The players in the EAP production

Writer: The World Bank was responsible for developing and writing the EAP.

Director: The OECD Task Force for the Implementation of the Environmental Action Program for Central and Eastern Europe oversees the development of environmental policy in line with the EAP. The OECD EAP task force was setup at the Lucerne conference, and it had the challenging job of selling the EAP to Central and Eastern European ministries of environment. The task force has also worked closely with some ministries of environment to help them understand the EAP and to help them develop their national environmental action programs.

Producer: The Project Preparation Committee, also setup at Lucerne, describes itself as "a networking mechanism set up to improve coordination between international financial organizations (IFIs) and donors in the field of environmental investments in Central and Eastern Europe."

Distributor: The Regional Environmental Center was responsible for translating and distributing copies of the EAP to ministries of environment. The REC received the final copy for translation from the World Bank in April 1994, almost one year after the long version had been endorsed. The REC translated the EAP into 13 languages and helped ministries of environment from 10 countries to organize one-day seminars to publicize the EAP. Ministries in three countries did not organize such seminars: the Czech Republic, the Former Yugoslav Republic of Macedonia, and Poland. In April 1995, FYR Macedonia was planning a seminar and the EAP was being translated into its 14th language: Russian.
