A CALL FOR PROJECT PROPOSALS for Nature Conservation Projects
The Regional Environmental Center conducted an NGO needs assessment
in August 1994. This assessment revealed that Central and Eastern
European NGOs are significantly interested in nature conservation. For
this reason, ECU 125,000 has been earmarked to support nature
conservation projects in 1995. We invite project proposals from
REGISTERED, non-profit, non-governmental, environmental organizations
from the following countries: Albania, Bulgaria, Croatia, Czech
Republic, Estonia, Hungary, Latvia, Lithuania, Former Yugoslav Republic
of Macedonia, Poland, Romania, Slovak Republic, Slovenia. Requests for
funding from the Regional Environmental Center must not exceed ECU
20,000 per project. For the purpose of this topic, the following
exchange rates are in effect: ECU 1 = USD 1.24, DM 1.91, HUF 134.
Scope
The scope of this earmarked category covers:
- saving or protecting endangered and valuable species;
- saving or protecting endangered and valuable areas;
- saving or protecting endangered and valuable ecosystems;
- regenerating or recreating native ecosystems.
Approach
Projects should tackle the above issues by one or more of the
following methods:
- education (note "Environmental Education" will not be a separate topic in 1995, so education programs addressing nature conservation are welcomed under this topic).
- public awareness raising about natural values and threats to them, and increasing public activity in the decision-making process;
- concrete, physical, result oriented actions with model value;
- training people in the management of ecosystems, and areas of natural value;
- lobbying authorities for protection of species or areas, and other legal measures;
- promotion of nature conservation through economic and legal instruments or incentives.
Proposal Preparation
- The "Earmarked Grants Proposal Guidelines" are available from the REC's Head Office and Local Offices. This publication must be used to prepare a proposal. "How to Write a REC Project Proposal," a step-by-step guide to proposal writing, is also available.
- Proposals must be completed in accordance with criteria in the "Earmarked Grants Proposal Guidelines" and this Call for Project Proposals.
Proposal Evaluation
All the general evaluation criteria described in the "Earmarked
Grants Proposal Guidelines," apply to this call for project proposals.
Specific evaluation criteria for Nature Conservation
- Priority is given to concrete and tangible result-oriented project proposals, rather than those without immediate relevance;
- priority is given to projects addressing transboundary problems, and those involving cooperation between NGOs in Central and Eastern Europe;
- priority is given to projects which are feasible, realistic, and appropriate for the actual conditions of the project site.
DEADLINE
Proposals for consideration under Nature Conservation must be
received at the REC Head Office, (if delivered by hand) or postmarked
not later than 2 January 1995.
