More needs to be done

The chapters of the EU accession negotiations were closed,but the environmental compliance efforts continue. The measures agreed by the European Commission and each candidate country appeared in the December 2002 accession progress reports. Below are the reports - conclusions for the eight EU members-to-be from Central and Eastern Europe.



Estonia
- Grace periods granted with regard to volatile organic compound emissions from storage and distribution of petrol (end of 2006), landfilling of oil shale ash (July 16.2009), urban wastewater treatment (end of 2010) and drinking water (end of 2013)
- Progress has been delayed on air quality legislation,including the setting of limits outlined in the Air Framework Directive and Ozone requirements
- Radiation protection must be addressed urgently
- Legislative transposition must be finalised on air quality,nature protection and radiation protection
- Administrative capacity must be strengthened

Czech Republic
- Grace periods for packaging and packaging waste (end of 2005) and urban wastewater treatment (end of 2010)
- Must pass legislation on water quality,waste,nature protection and integrated pollution prevention and control (IPPC), and financing must be ensured for enforcement
- Administration must be strengthened, especially at the regional and local level
- Investment required for compliance with numerous laws
- Considerable administrative effort needed, especially concerning urban wastewater treatment, drinking water, waste management and air pollution

Hungary
- Grace periods granted with regard to the acquison packaging and packaging waste (December 2005), urban wastewater treatment (end of 2015), large combustion plants (end of 2005) and the incineration of hazardous waste (end of 2005)
- Progress delayed on national climate change strategy adoption and waste management plans at national,regional and local levels.Handling of waste oils must be urgently addressed
- Legislative transposition needs to be finalised in the sectors of air quality, waste management,nature protection and chemicals
- Administrative capacity must be strengthened.

Latvia

- Grace periods granted with regard to volatile organic compound emissions from storage and distribution of petrol (end of 2008), packaging and packaging waste (end of 2007), temporary storage of hazardous waste in landfills (end of 2004), urban wastewater treatment (end of 2015), drinking water (end of 2015), existing IPPC installations (end of 2010),asbestos (end of 2004), and ionising radiation from medical equipment (end of 2005)
- Legislative transposition needs to be finalised on air quality, nature protection, waste management, water quality, chemicals, genetically modified organisms, and nuclear safety and radiation protection
- Improvements needed in local, regional and national coordination, as well as overall administrative capacity

Lithuania
- Grace periods for investment related implementation provisions on stored-petrol emissions (by end of 2007), packaging waste (by end of 2006), and urban waste water treatment (by end of 2009)
- Delays in regulation of waste (packaging) and chemicals (biocides)
- Finalisation of legislation transposition on waste,industrial pollution and nature protection
- Strengthening of overall administrative capacity

Slovakia
- Grace periods granted on emissions from petrol storage (until end of 2007), packaging waste, (end of 2007), urban waste water treatment (end of 2015), discharge of certain dangerous substances (end of 2006), large combustion plants (end of 2010), incineration of waste (end of 2006), and existing IPPC installations (end of 2012)
- Laws must be adopted on IPPC, especially concerning the discharge of dangerous substances
- Permitting capacity needs improvement in the areas of IPPC and waste,and pollution reduction programmes for waters need to be prepared

Slovenia
- Grace periods for packaging and packaging waste (end of 2007), modernising of 15 existing IPPC installations (until September 20112), and for urban waste water treatment (until 2016)
- Hold-ups have beset legislation on IPPC legislation,and a water act was passed later than expected
- Needs to finalise IPPC transposition and prepare for implementation.

Poland
- Grace periods granted on the sulphur content of liquid fuels (end of 2006), emissions from stored petrol (end of 2005), packaging waste (end of 2007), non-hazardous waste in landfills and shipments of certain waste (until 2012), urban waste water treatment (end of 2015), discharge of certain dangerous substances (end of 2007), existing IPPC installations (end of 2010)and ionising radiation from medical equipment (end of 2006)
- Delays in adoption of implementing legislation on water quality, industrial pollution control and risk management.
- Chemicals need to be addressed.
- Information is still needed on the implementation programme for the drinking water directive, the list of IPPC installations and an investment plan for the landfill directive.
